ROCKFORD PUBLIC SCHOOL DISTRICT #205 Job Description Job Title: Network Security Engineer Job Code: Department: Technology Services IT/IS Security Supervisor: Director of IT/IS Security Date:7/1/2026 FLSA Status: Exempt Grade: 18 COMPENSATION RANGE: $ 69,686 - $ 106,097 per year PURPOSE OF THE POSITION: The Network Security Engineer safeguards the confidentiality, integrity, and availability of the District's wired, wireless, and voice networks. The role leads the planning, design, implementation, optimization, auditing, and troubleshooting of network and security controls across data, voice, and cloud-connected infrastructure; ensures regulatory compliance (e.g., CIPA, COPPA, FERPA, SOPPA) and alignment to NIST CSF/800-53; and hardens the environment using Zero Trust principles.
SUPERVISORY RESPONSIBILITIES: Network Security Administrator, User Security Administrator.

- Implements and continuously improves controls mapped to NIST CSF/800-53; advocates for Zero Trust, appropriate segmentation, and right-sized defenses.
- Maintains compliance with CIPA, COPPA, FERPA, SOPPA across policies, procedures, and technical controls.
- Contributes to disaster recovery (DR), business continuity (BCP), and incident response (IR) plans; validates and optimizes plans to meet District goals.
- Designs, implements, and manages security controls for firewalls (physical/virtual), network access control (e.g., Cisco ISE/802.1X), intrusion detection/prevention, and identity/access management for network resources.
- Secures and maintains changes to DNS and SD-WAN configuration and strategy.
- Protects campus wired/wireless networks using wireless controller, NAC, certificate, and policy-based controls; ensures secure WLAN design and posture.
- Collaborates with the Director of IT/IS Security and Network Engineer to implement robust monitoring and telemetry (e.g., enterprise monitoring platforms) to achieve a 99.75% availability target of critical network resources.
- Conducts periodic internal/external penetration testing and security assessments; coordinates with third-party vendors as needed and track remediation to closure.
- Creates and maintains comprehensive network/security documentation (logical/physical diagrams, data flows, standards of practice) and manages change via a formal change-control process.
- Manages configuration backups and lifecycle (patching, upgrades, EoL/EoS tracking) for network security infrastructure.
- Partners with the Network Engineer to oversee the Managed Internet Broadband Services (E-Rate) support team.
- Oversees security and operational resilience for voice platforms (VoIP, SBCs/SIP trunks, voicemail, paging/bells), including encryption (TLS/SRTP), access control, and QoS policies in coordination with network and telecom vendors.
- Maintains E911 database/systems accuracy and remote-site resiliency.
- Administers voice-related servers, systems, network devices, eFax, and coordinate carrier changes for voice circuits; performs adds/moves/changes and maintains documentation.
- Partners closely with Systems Engineering, Network Engineering/Administration, and Help Desk to ensure cohesive operations and adherence to standards.
- Communicates incidents and anomalies promptly; drives rapid resolution and post-incident reviews.
QUALIFICATIONS: CCNA (or higher) and/or recognized cybersecurity certification(s). CCNP/CCNP Security, CISSP, or relevant GIAC certs are a plus. Bachelor's degree in Computer Science, Information Technology, or related field, or at least 5 years of directly related experience and/or formal IT Security training in enterprise or large campus environments; or equivalent combination of education and experience. Experience in a K-12 education technology leadership role is desired.

Experience with virtualization, hyperconverged infrastructure, Active Directory, Single Sign On, disaster recovery, incident response, Zero Trust network access, micro-segmentation, identity-centric security design, Security monitoring, endpoint/XDR alignment.
Secure remote access/VPN, DDoS mitigation strategies, web/content filtering aligned to CIPA, and email/DNS protections are preferred.
Knowledge and understanding of state and federal student data privacy laws including but not limited to FERPA, COPPA, CIPA and ISSRA highly preferred.
Deep understanding of Cloud/SaaS network security patterns that intersect with campus networking and IT Security a plus.
Experience with e-rate is desired.

WORK CALENDAR: 12 Months
WORKING CONDITIONS: Moderate in-district travel as well as intermittent in-state and out-of-state travel. Intermittent prolonged and irregular hours of work.
